Thomas was born in 1890, the son of Walter and Ellen Jowett. In 1901 he was living at 4 Warrington Road next to the Black Horse Pub along with sister Ellen. There were also two servants living there, Sarah Byrom and Charlotte Ashcroft.
By 1911 the family had moved to 97 Derby Street, Prescot where Thomas was working as a surveyor’s assistant. In September 1914 Thomas enlisted, his trade being listed as an architect’s clerk, but he was discharged in October that year as “medically unfit”.
